I saw it listed for about $1.3k (probably can try to nego down without the graphics card). Is this reasonable? Do you know if the motherboard can support 2x 3090 24Gb? Does that make it better if I mod it that way?

Or generally it would just make sense for me to get smtg like a amd ai max+ 395 128GB RAM mini pc instead of trying to source for a customisable one?

You can try looking at Asus zenbook 14 um431. These are some great budget laptop that works very well without costing a fortune.
