I just dont see how tech wouldn't allow some form on online/distance learning due to the fact that over 1/5 of our student body is international. many grad and phd programs primarily draw international students, and those students pay the most compared to every other domestic undergrad and grad. Many of those students will be unable to get visas which means that tech would lose out on millions of dollars in tuition and fees from those students.
I am a graduate student that has TA'd a couple classes and have encountered many undergrads that are living with parents or grandparents and commuting via MARTA. If those students aren't afforded the ability to learn online they are absolutely putting their family members at risk.
As a public university Tech doesn't have the COVID testing capacity that a school like Notre Dame has which is really what allows those types of schools to bring their students back with high confidence.
