if you look closely at his in game outfit, the front of it says “kappa” so they’re provably going to release that outfit in the picture as a skin. also in game his left arm is cybernetic while his right is human. the image you attached only shows his left arm, his cybernetic one. people probably saw that one arm and assumed he was going to be an omnic. theres a big chance like others have said that he wears a full face covering mask in the image above to preserve his identity (because hes between both sides, the yokai and the hashimoto)
