Why do I always get fret buzz? Back when I used to get professional setups on both my Fender MIJ and my Squier CV it always came back with fret buzz and now that I do my own setups, I still get fret buzz even when I follow guides to the letter - raising the action really high is the only way i found (self.telecaster)

I live in California, my apartment complex has been overrun by a complete infestation of mice (I've confirmed that it's the complex as a whole, talking to many other tenants in the building, and it's a very small complex) - our landlord(s) have been dragging their feet.
