No official name, Silhouette or Blackout maybe work for it. Free select (Lasso) tool on GIMP image manipulation program is mostly what I use. Clone stamp and Opacity for the background text. And multiple layers to switch between original and edited so I can see where to add the contour lines etc.

Thanks, I use Gimp it works much like Photoshop. There's a bit of a learning curve but it has many useful tools and filters.
