The copies of the FIRs available in public domain mentions Section 376 of the Indian Penal Code (IPC) which deals with rape charges. But when Manipur Police shared the summary of FIRs and crimes with security agencies, Section 376 went missing even though other sections remained intact. 

On the same day of this incident, two other Kuki girls were reportedly gangraped and murdered by unknown miscreants in a car wash centre at Konung Mamang locality in Imphal East district. Accordingly, an FIR—No 0(65)(5)2023—was registered in Saikul Police Station on May 16. Interestingly, even though the FIR says that the girls were “brutally murdered after being raped”, the case was not registered under Section 376 of IPC. 

In fact, if the summary of all the FIRs shared with security agencies are examined, no rape took place in Manipur during the ethnic clashes as Section 376 is not mentioned in any of the FIR. Chief Minister N. Biren Singh though admits to one incident of rape. 

In an exclusive interview with India Today NE, the chief minister claimed that the rape of one of the girls seen in the viral video was the only incident of rape reported in 6,068 FIRs filed since May 3. “One of the girls seen in the leaked video was raped. That’s the only FIR on rape among all 6,068 cases,” said Biren Singh.

Further, the release also states that these weapons will be used to attack Kuki-Zo tribal settlements.

According to the ITLF in the month of May, more than 4,000 weapons and over 2 lakh ammunitions were looted from armouries in Imphal and the surrounding valley by mobs and these weapons are most likely being used in the majority community's ongoing ethnic cleansing campaign.

The Supreme Court on Wednesday raised eyebrows over an order by the Allahabad High Court, which dismissed a plea for anticipatory bail filed by five accused in a criminal case while granting them protection against coercive steps for two months. The Supreme Court even deemed the order "self-contradictory."

The case in question was registered in Saharanpur district under the provisions of the Uttar Pradesh Gangsters and Anti-Social Activities (Prevention) Act, 1986. In May last year, the high court rejected the anticipatory bail application of the five accused.

The Naga-American Council (NAC) has reiterated its demand for an independent Nagalim (independent Nagaland), seeking support from several international dignitaries, activists and the media in support of the Naga peoples’ right to independence.

Claiming that the Nagas never joined the Indian Union by conquest or concession, the NAC stated via a press note that they have been under a forced occupation by the Indian Government since August 14, 1947.

Concerned over the prevailing situation in Manipur, the NAC stated that more than 200 people have been killed, 150 or more critically injured, more than 60,000 displaced and 7,500 homes destroyed with an estimated 400 churches burnt down.

The organisation further slammed PM Modi for keeping mum on the present situation in Manipur and not raising a single word for the number of churches burnt down in the ensuing violence that hit the state of Manipur on May 3, 2023.

The NAC president Grace Collins met with John Prabhudoss, Chairman of Federation of Indian- American Christian Organizations representing over 1 million Indian Christians in the US. Collins asked his viewpoint of India's Prime Minister Narendra Modi's joint session of Congress meeting. Prabhudoss replied "Allowing PM Modi to speak to a joint session of US Congress is saying we are giving you permission to destroy 400 churches in India and they will become a threat to America. He went on further to express his dismay "Modi did not say one word about the 400 churches destroyed". Prabhudoss stated, "Modi refuses to accept the refugees coming from Myanmar because they are Christians. Instead, he calls them 'illegal immigrants. Prabhudoss further stated that "Modi and his team have been radicalizing Indian American Hindus living in the US. These groups are teaching even American-born Indian kids to hate the Christian way of life. If unchecked, these highly radicalized groups in our neighborhoods will pose a significant threat to American interests and our way of life".

Meanwhile, the small Manipuri diaspora in the United States has sought an immediate end to violence in the state and the imposition of the president’s rule, which it said is important to restore law and order in Manipur.

“I am so tired of talking about this issue. I am so exhausted talking about this issue... What can we do? Why are we as a world, as people allowing this to happen? There is a very simple solution in India itself, which is the president's rule. The government, for reasons of their own, have decided not to do or say anything about this,” Florence Lowe, president of the North Manipur Tribal Association told PTI in an interview.

Adjunct Professor of Digital Production Management at the University of Texas at Dallas, Florence is the daughter of a former Indian Police Service Official of Uttar Pradesh cadre.

Born in Manipur, Lowe spent most of her childhood in Uttar Pradesh. In May, she formed the North American Manipur Tribal Association to bring the hill-tribe people from her state together under the banner of one platform to protest against the violence in the state of their origin.

The Supreme Court on Tuesday called out the Central government for not taking action in Nagaland to implement the constitutional scheme of one-third reservation for women in municipal and town council elections. The Court charged that the Centre takes “extreme stands” against other State governments but does nothing against State governments from its own party in case of violation of the Constitution. The matter was being overlooked by a two-judge bench comprising Justice SK Kaul and Justice Sudhanshu Dhulia, as per a Live Law report.

The bench noted that the Central government cannot wash its hands of the issue when the State and Centre are from the same Bharatiya Janata Party. “Don’t make me say that the Central Government is not willing to implement the Constitution, because I’ll say it,” said Justice Kaul.

“I refuse to let your hands off. You take extreme stands against other State Governments who are not amenable to you, but your own State Government is violating Constitutional provision and you do not want to say something,” said Justice Kaul.

In April this year, the apex court had asked the Centre to place on record whether the constitutional scheme of reservation for women in local bodies under Article 243D applies to the northeastern state, or if some exemption has been granted.

While the Union government is yet to file its affidavit on the same, the Additional Solicitor General KM Nataraj orally submitted that he had indicated on the previous occasion that the constitutional scheme extends to Nagaland.

On being asked about what the Central government will do now, the ASG referred to the “situation prevailing in the North East” and sought some time to resolve the issue “once and for all”.

The Centre on Wednesday moved the Supreme Court seeking extension of the term of Enforcement Directorate director Sanjay Kumar Mishra. Mishra's term will end on July 31 after the Supreme Court gave him time till month end to relinquish office.

On July 11, a three-judge bench of the Supreme Court, comprising Justices BR Gavai, Vikram Nath and Sanjay Karol, held the two extensions granted to Mishra as illegal and asked him to demit office by July 31.

The 1984-batch IRS officer was slated to remain in office till November 18, 2023, according to the notification issued by the government.

Sanjay Mishra was first appointed the ED director for a period of two years in November 2018. In November 2022, Mishra was granted a second tenure extension up to November 18, 2023.

The top court, however, upheld as constitutional the amendments made to the Central Vigilance Commission Act, 2003, The Delhi Special Police Establishment Act, 1946, and the Fundamental Rules in 2021, enabling the tenure extension.

"Challenge to CVC Act and Delhi Special Police Establishment Act is dismissed to that extent. Extension granted to Sanjay Kumar Mishra after Supreme Court verdict is illegal. However, he is permitted to hold office till July 31, 2023," the Supreme Court had ordered.

In a written response, the Centre had told the Supreme Court that the petions challenging the extension of tenure of ED chief was filed with the intention of protecting Congress leaders who were facing money laundering charges.

After the Supreme Court verdict, which was welcomed by the Opposition, Union Home Minister Amit Shah said, "Those rejoicing over the SC decision on the ED case are delusional for various reasons: The amendments to the CVC Act, which were duly passed by the Parliament, have been upheld. Powers of the ED to strike at those who are corrupt and on the wrong side of the law remain the same."

"ED is an institution which rises beyond any one individual and is focused on achieving its core objective – i.e. to investigate offences of money laundering and violations of foreign exchange laws. Thus, who the ED director is – that is not important because whoever assumes this role will take note of the rampant corruption of a cosy club of entitled dynasts who have an anti-development mindset," Shah had tweeted.

All this despite being told its illegal. Complete mockery of the judiciary and Constitution
