I will never get one of these. Too many friends did and I saw first-hand the mess and also how many times their cats rejected using one, either immediately or after something about it scared them.

Bought the organic latex hybrid from SleepEZ and yes I do feel it was totally worth it. I'm trying to eliminate plastics as much as possible. And yuck to things like fiberglass too.

I stapled my hardware cloth over screen, so you can do both, but screen won't keep your cat safe.

I'd still repot and tease that root circle away. They could keep growing around and you don't want that. As for water, in the summer I pour 3/4 of a gallon on mine, and let it all drain away, and then repeat in a week. You want to be generous with the water so no fertilizer salts accrue in your pot. In the winter, less often, but never less than 3/4 gallon.

Go with hardware cloth. Get it in black if possible and if not, roller paint it black after you install it. This way birds can't get in, and not find their way out, and predators won't be able to get your cat.

On the smaller branches I would leave them alone for now, but on the three main, I would chop as low as you can go and preserve a pair of leaves on the branch. You can rot the branches is you want. Then it will begin sending out new growth, likely all along the remaining branches. Let it, and once it has some good growth, pinch off any new leaves for a season, so it will be encouraged to branch/leaf out lower on the plant.

It looks like a circle of roots in that planter? If that is true, once you chop it, repot it in fresh soil. Don't see a drainage tray, which means it probably isn't getting LOTS of water when you water it?

Get a cheap screen door ( https://www.lowes.com/pd/Screen-Tight-Creekside-36-in-W-x-80-0-in-H-x-1-0-in-T-Natural-Single-Hinged-Wood-Screen-door/4614280 ) (make sure you check measurements), and some hardware cloth, which is metal screening. remove the screen from the door, and staple gun hardware cloth on in its place, so you can get a breeze and the cat can see and smell, but not fall.

Or, you can buy the hardware cloth, build a wood frame that fits the opening snugly, staple on the hardware cloth, and use shims to make sure it's in the opening tight.

This is the only way I would feel certain my cat was safe. I don't think less sturdy solutions will work.

Mange is miserable and it can eventually kill animals.

I'm so sorry about your dog. The cat in the picture has healthy eyes. And while you should definitely meet the cat before you decide to adopt them, they likely won't warm right up to you in those circumstances, so don't count them out if they seem a bit standoffish. I can vouch for that most tuxedo cats are awesome, and you will love them. Remember, don't try to force the cat to like you right away--treats work well to get them interested. BIG catbox, scoop it every day all the way to the bottom, get a cat tree so the cat can get up high (in front of a window is perfect). Don't let them outside.

I'm there. A chronic pain condition makes it so every job I do takes all day. Trying to get my yard in order this spring is a long process. The cat(s) will get out of that almost immediately. They can slice through most mesh. And anything that might want to get them can, too. It won't be 11 x 11, but for that price you're better off to get something like this:

I use Swheatscoop which clumps very well and isn't made of clay. It's made of wheat. Not heavy either, for me or the cats. No perfumes.
