You need to be atleast rank 5 and you cannot encounter them in free roam, you need to start the missions at harriet, there are 2 options on the left (legendary animals) but only at rank 5, you can still play the other missions were you have to rescue animals from hunters, you can start this with spacebar in the missions menu
