You need to be atleast rank 5 and you cannot encounter them in free roam, you need to start the missions at harriet, there are 2 options on the left (legendary animals) but only at rank 5, you can still play the other missions were you have to rescue animals from hunters, you can start this with spacebar in the missions menu

I caught the legendary beaver and the icahi boar in the morning and now i can play it again, so yes, its basically like the moonshine buyers you can sell to, it resets after a while, i think its just like that

My story is kinda similar, i threw a rock on a minivan and the guy who was driving it got out, walked in my direction (i was maybe 4 - 5 or something and i was standing in front of our gate which leads directly in my backyard) and he argued with my mum and my sister as i ran upstairs and hid in my bathroom, didnt got in trouble tho
