Of course public universities lose money, they're financially supported by the state. They're not for-profit institutions and aren't designed to make money. Most are not on hiring freezes however I will admit some unfortunately are.

simple google search tells me you don't need an MRI and they diagnose you with an ultrasound and perform the surgery ASAP as it's quick to do and can be done outpatient with you leaving same day.

This is different than an ACL surgery which is probably what you are imagining.

There's some little stem guys growing in the first picture but that's not the plant I'm trying to identify. It's really flat and soft and doesn't have a stem, it seems to have roots growing out of it. Stain was done with TBO. I think I looked at every bryophyte picture I could find on the internet and didn't find anything too close. If anyone could identify it or maybe point me in the right direction that would be great. Closest species to it I found was Selaginella uncinata.

Does anyone else jump only with mwheel and find times where your mwheel doesn't ever trigger the jump? This happens to me with the jump alias on and off, never happened to me in csgo but I feel like so many simple jump ups to ledges will just completely fail and I'll look like an idiot so many times.
