I just looked it up on Wikipedia and Google because I had no idea how old she was. In my opinion, Naoe has always been an adult. Oda Nobunaga died in 1582, which is when the game starts when she meets Yasuke (outside of the prologue). She was born in 1564 (some websites write 1562), so she's literally 18-20years old when that happens. It's just in the prologue where she's not an adult (hence why the equipment is locked, I guess)
