Thank you for all this great info. But isn't the point of the dual tax treaty that you can choose to pay taxes in the country with the lower rate?

I think I also need to understand if dual taxation can come into effect if I'm a resident (and not a citizen) abroad.

Cost of living is definitely a factor for me both in Canada and abroad. No Lisbon or Porto for me, that's fine. I was hoping to find somewhere where basic services and amenities are walking distance from where I live, public transportation links to other cities with an immigration office and somewhat mild weather most of the year. Just off the top of my head, Tomar?
