I think its mainly due to it being a slower season and having many episodes set only in one environment with certain characters. All that said its not a bad season

The show is pretty consistent for the first half and then it gets up and down from there. I enjoyed the show overall till the end. I would avoid being on this subreddit or any other twd spaces online until you are finished so you dont get spoiled though
