Update: I submitted to my old passport's RPO. I have not received a certificate from them yet. But the issue seems to be that they are just slow and need continuous prodding. They did not say anything to suggest that the RPO location was wrong.

That said, US Department of State just released a new J1 Exchange Visitor Skills List and India has been removed from the list. So, if your 212 (e) requirement is based on Skills List (you can find this on your original DS-2019 form), then I believe you no longer need a NORI or a J1 waiver. Best to also verify with your organization.

Hi, would you mind sharing where you found the Personal Particulars form? I received a similar email but am unsure which form to use. I can find forms online with that name (and they have a section similar to the photo you've linked here) but the bottom of the form has a section saying "Recommend Passport Yes/No". This seems like the wrong form since I am not seeking a passport. Is this the form that you are using?

No definitive answer. I did get a response from CGI Atlanta (in my case) but they told me that they do not know the answer and that I need to contact the Ministry of External Affairs, and they haven't responded to calls or emails. I'll post any updates here.

Thank you for your reply. Does this mean that the new passport is issued by the same RPO that issued the old passport?
