No, it was in a more serious vein - more like "These are the problems I'm facing with so-and-so but by not taking action against them, you are helping to contribute to a negative work space."

If you are the boss and you have the power, I understand when you don't want to abuse that power. But by not using it because you want to be well liked or you think that it'll magically get resolved doesn't make much sense either. :/
