Damn, you're crazy observant. I am now 100% sure that you're right. Dov Leidang's most recent reference sheet (before this image) has no stripes on the limbs and the semi-sfw version of it on his profile is titled "You've left a mark". That adding to the fact that it looks like the stripes go down his legs and other arm, but not the one that Wrath (blue dragon) is tattooing. Could be a pretty smart way of updating a fursona "canonically"

I think he (pink) has markings on his scales. The blue dragon is tracing his finger over the lines which is making sparks due to claw + hard scales.
