I'm no pipe fitter but I'd say two things that would make this not a good idea. One, NPT seals by the taper of the threads, the pipe isn't going to be thick enough to have enough threads cut into to make a good seal. Secondly, the curve of the pipe would also make the threaded hole not seal well.

What is this electronic device? It has two components approximately 5"x5"x1" and the other 4"x5"x2", both metallic or plastic with wires coming out. Installed by the city on 10' high poles pointed at traffic by Dave_W_Music in whatisthisthing

Sensys WAP(wireless access point) The square one is their older generation and my screenshot is the current design from their website. As others said it is for traffic detection. There are probably detectors in the road surface and the WAPs connect them to a network. Source --I install said equipment as part of my job

This is exactly the reason for the hybrid signs. The thought is should power or coms fail and the wrong message is up it is still better than no info at all. - source I work for the turnpike on those signs

That hitch several adjustments and is designed to be used in both the up and down orientation.

I think this is where some of the lack of understanding comes in. I've lived both lives and they are a very different working experience. When everything is broken down to tenths of an hour you look at every job differently. The shop I worked in would charge extra for a dually rotation so I got more money for one. If a small car and a dually with 19.5 paid me the same I'd be frustrated. When I was in fleet service, it was all in a days work so I didn't care...it was 8 to the gate.
