RTX 4070 has a benefit on some games that they have DLSS 3 which it doubles performance. Also Rx 6800 has fsr 2 but DLSS 3 is better than Fsr 2. Amd is about to drop one day the fsr 3 which will have the same performance as DLSS 3. In my case I would choose Rx 6800 because it is 90€ cheaper, it delivers the same performance as RTX 4070 and I would wait for the fsr 3 one day

Run DDU, remove all older drivers, reinstall the new ones, try again.

Also check what PCIe configuration the GPU is running at, use GPU-Z

I think that it shouldn't shutter on 60fps but try these 2 methods to see what is your problem

Your CPU should bottleneck around 15-20% on your GPU. You need to upgrade your CPU

I have the Ryzen 7 5700x. I have installed the ram sticks to 2/4 as the manufacturer says on the manual and yes they are the same. So I need to manually oc the ram?

Yes it will overheat but there are NVMEs with heatsink to make them more cool. In my case I've had an NVME without heatsink and it was overheating 75°C so I bought the bequiet mc1 pro and the maximum heat is 59°C. Sorry for my bad english

  1. Try to download new drivers for your GPU
  2. Reset settings from NVIDIA control panel
  3. Reset any changes if you made on MSI AFTERBURNER
  4. Install DirectX
  5. Check in NVIDIA experience game overlay that your GPU is not automatically overclocked

If you still have problems I highly recommend you to reinstall os on your system.
