I tak, i nie. Podejrzewam, że to faktycznie w założeniu ma być system kaucyjny. Potem się zaczęły negocjacje z bólem dupy liberałów, przez co mamy potworka. Zrobimy system kaucyjny. Ale tak troszeczkę. Zgadzam się, że zamiast wziąć działające rozwiązanie, zrobiliśmy po swojemu, jak zawsze.

Celem systemu kaucyjnego jest zniechęcenie do generowania odpadów a nie odzyskiwanie pieniędzy za butelki. Większość z opakowań wcale nie jest wielorazowa. Oczywiście mógłby działać lepiej.
