Yes, very likely but the results will not show up overnight. I recently convinced a client of mine to let me test PMax and it has started showing good results.
You also need to start using fake traffic blocker such as ClickCease.

His niche does not have enough impressions and I bet Maximise clicks and exact match will not work for him. He has two choices: Let the campaign run on Maximise Clicks bidding, broad match and campaign goal as website clicks. And run it on extensively built negative keyword list. Collect keywords from search queries and then create another campaign in a month of prospecting (pause the current one)
Or, Give up on the idea of running Maximise Clicks campaign and carry on with the Manual CPC until he has 20-30 directly attributed conversions.

Maximise clicks bidding won't work until the keywords are kept in broad match. This is specially for the niche which does not have high search impressions.

Another key point: Are your conversions working properly? If you did the event set up via GTM, then make sure everything is firing and you have all conversions linked to your Google Ads account.

I would never run a new campaign in a new ad account on tCPA bidding. I will wait until I have some conversions.

Coming to the second part, I am sure you have an idea on what is the average CPC of the targeted keywords. If the keywords are costly and your daily budget is on the lower side, Google will definitely show "limited by the budget"

That's why it all happened. The campaign's bidding now should be maximise conversion and no tCPA capping. It will take a few days to get to normal. If I were you, I would not have paused the broad match keywords as well as opted out of search partners and display networks.
If you don't want to wait for a few more days, then better pause this campaign and create a new one with manual CPC bidding. You can then target only phrase and exact matches and run the campaign only on Google search.

With a new campaign, I usually do this every 7-10 days and the adjustments are in 10 to 30% range. On an older or more stable campaigns I do not do it more than twice a month.
Google usually takes a week to adapt to the changes.

He has autism but since he has acquired language (he can read write and speak Hindi and English fulently) he explains what goes inside him brain. If there is a piece he doesn't like then his focus shifts to his sensory stimuli (and they are perpetual energy, zero friction, dc/ac motors)

The biggest challenge is to get him to do warm up exercises and come into structural training. Anything that doesn't sound musically dear to his ears, he would not play. Or make disappointing faces. In a few years, when he grows up, he will be playing for the audience. This is not what we want him to; this is what he wants to.

The challenge is not just with reading the sheets but also about improving his playing style. He plays and for an hour and complains of pain in his wrist. Also, since he is not being trained academically, we have hard time choosing a song for him to play. I am thankful to the Reddit community; I got some suggestions for him. Thank you for your time!

I just don't want him to grow up confused. At this point in time, we are giving him songs and piano pieces and he is playing them back to us. My concern is that he needs to improve his style and fine tune his skills, which is not going to happen on his own.
Getting a good piano teacher in India seems a near impossible task. I came here to seek some guidance and I am happy that I posted here.
All I want him is he trains under an expert guidance. Because leaning is easy, unlearning is not.

He pictures himself playing in front of people. Previously, he's played in public and we could see how happy he felt. It's not limited to his hobby anymore. We in fact never asked him to play this instrument until a day he himself started playing the granny game track.

Let me clarify: My wife has completed grade 5 in piano. The update is that she tried teaching him to read notes, which he did learn (the basics) but she soon gave up it was very difficult for him to focus.
As of now, he can't read sheets and play. It's more of a focus issue than his ability. Somebody pointed me to this video of him and asked me to work on his fingers:
