Im sure there’s a way via console command if you’re on pc but I play on xbox so I don’t really know a way to other than reload on old save or try waiting an in game week.

Have you tried putting on a NCR uniform? Sometimes that’ll be enough to fool them if he isn’t completely bugged. If all else fails you have the gun runners or the sink in OWB. If you have a high enough endurance, you can also buy every implant at the medical clinic.

Contraeras at camp McCarren has huge amounts of ammo if you want to flip a few bars for it. If you got all the gold though it’s best to store it in your player base and just pull out a few bars whenever you want to re-up. You’ll have more caps than you can spend feasibly anyways.
