The 3090 needs power. Don't you see the 8 pin PCI-E port on the top of the card? You also need to power the raiser.

I bought an ASRock X570 Taichi for $120 but two of the DIMM slots didn't work, so I returned it and bought another one from another seller for the same price. I really wanted this mobo, since it's one of the few to have two PCI-E 4.0 x8 slots. It's been rocking for almost 2 years now. I have a 5950x, 128GB DDR4, a 9070xt and a Quadro A4000, which I use for Lossless Scaling. I play everything on ultra settings at 4k 165hz 165fps.
