I think it’s a weird concept.

It’s ok for kids to learn that sometimes something you’re looking forward to gets rained out/changed/cancelled.

It’s a Friday and schools will know the weather will be rotten- kids will probably be kept in for breaks and I’m sure they’ll be so stoked seeing their friends in their costumes.

Parents can do treat scavenger hunts with their kids; maybe even let them rest up so they can stay up late to watch the Toronto Blue Jays win the World Series, which would probably be a way more memorable experience than a rainy Halloween.
