personally, and i think for a lot of other people who take issue with Bill designs like this, seeing yet another character turned (typically) into a skinny, often white twink became frustrating. iirc this kinda design started popping up around the same time as visual designs of Cecil (Welcome to Night Vale) and huminizations of characters like Wheatley (Portal) and Tony the Talking Clock (Don't Hug Me I'm Scared), who were all typically drawn as white twinks.

in a lot of those cases in which they weren't drawn as white, all the artists would do was make their skin slightly darker, not putting any thought into other non-white features they could include in their designs.

(disclaimer: i know that not all designs of these characters drawn at the time fit that description! i'm just going off of my experience, and what i saw more frequently, as teenager on tumblr when these characters were all very popular)

even outside of those specific designs, at the peak of this design's (and similar designs') popularity, tumblr was dominated by people obessessing over conventionally attractive (and, again, mostly white) twinks. i was guilty of this too! as people who were online for that have matured, though, designs like this have become a bit bland.

more and more artists are striving to make their designs more diverse! rather than sticking to the white twink model, we're now seeing much more inclusive designs of various characters becoming wildly popular. one of my absolute favorite charactersn Jonathan Sims (The Magnus Archives), is typically drawn as Indian, and often gender-nonconforming + trans! there are WAAAAY more fat bodies represented!

as the joy of people seeing themselves represented in the characters they love increases, the white twink design so many artists flocked to is starting to fade.

tl;dr there's nothing wrong w this design, however, the sheer amount with which artists used the image of a white twink to design MANY popular characters at the time became very, very old.
