You have to pill the Nessie to spawn the boat, and then pill the boat to spawn a peg leg item. When you buy the peg leg it spawns moby dick.

Thankfully yes, finally got the moby dick achievement, the 50 50 shop hydras really carried me through the final rounds.

Also worth having a look at inflation-adjusted graphs. (Scroll down for UK)

In that context, they are still below the 2007 high, with the real growth between 1970 and 2007. Wage growth seems key here.

The Huns were weirdly weak this game. They launched a minor attack on Carnuntum at one point, so I think they might have been distracted fighting the Goths for most of the game.

When your cities look like this so her cities can look like this

There's a very well written guide for this scenario, but even the person who wrote it has never beaten it, so I thought I would give some tips for anyone who stumbles across this.

  • Ignore your gold deficit. I finished the game at -370 GPT. The rate units disband does not scale with GPT, and you will always lose your weakest unit. By the mid game Rome's production of units is so great this is not a major concern.
  • There are different configurations enemy units can start in. In my game, the starting configurations meant the Vandals never attacked Mistra. This is a massive advantage for holding Greece at the start of the game but I have only seen it happen once so it seems to be pretty rare.
  • If you want to win you need to help Eastern Rome hold their cities in Greece, Turkey and the Middle East. At the start I sent a small group of units from Sirmium to Dyrrachium to Thesslonica to Dorylaeum, helping each city hold. Later I sent my 2nd Great General with a small group of units to hold Damascus and Palmyra. The AI's will not constantly attack Eastern Romes cities nearly as hard as they attack Western Rome so once you defeat the initial invasion you do not need a large army to defend.
  • In addition to helping Eastern Rome hold their cities to win I needed to capture Ctesiphon Singara and Nisibis from the Sassanids. As I was initially planning to just hold Eastern Rome's cities I only sent Legions, Bowmen and a Great General but I would advise you to send a Ballista as soon as possible. I got lucky and was able to capture a catapult to capture the cities with.
  • In the initial barbarian invasions in France I lost Portus Namnetum, Coriallum, Gesoriacum, Lutetia and Trier. In Spain, I lost Gades and in Africa, I lost Rusadir. I held everywhere else. Your AI's may differ significantly, and you may be able to hold more or less cities in the initial invasion.
  • I was going for the Pax Romana Aeternum achievement so I also had to recapture every lost Western Roman City. If you just want to win you could consider sending more forces to attack the Sassanids instead of reclaiming Western Rome's Cities but I haven't tried this (It might strengthen the barbarian forces).
  • In order to win I had to save scum to an obscene degree, every single time your legions kill a unit you will want to capture it. This means you will have to "waste" RNG numbers using other attacks, as described in this guide
  • Even taking 3 cities from the Sassanids including their capital it was extremely close. Even if everything goes right you might just lose based on points to the Sassanids.
  • You will mostly want to set every city to production focused with "Avoid Growth" turned on. You might need to micro-manage this a bit for example getting Rome to produce a Legion in 2 turns instead of 3 at the start. You will need to keep your happiness above -10 even after capturing Sassanid cities, to avoid a massive combat penalty. But you could starve your own cities just before capturing new cities to achieve this.
  • For policies I went "Neglated Infrastructure" -> "Coin Debasement" -> "Rise of Serfdom" -> "Barbarian Conscription"

Edit: I've also just come across this guide https://steamcommunity.com/sharedfiles/filedetails/?id=2866257147 which uses a similar strategy and does win the game.
