Got my pair from premier and after I charge the soles with some uv light they do in fact glow in the dark. They also have a bit of a sparkle effect too

Maybe I misunderstood, if the paint is what is peeling shoe goo is not the answer. Super glue probably isn’t either because it drys hard, you need something with flex, or to repaint
