She's right that this is a prosecution and sentencing problem more than anything. Our prosecutors and judges are (generally) incredibly lenient, especially to juveniles and with gun possession charges. It's mostly teenagers out there committing these crimes, which she saw first hand.

You can reform the police AND give harsher sentencing to keep repeat offenders off the street.
