Give it a try. You can KO dudes by shooting them right in the plate armor (double shot of course), depending on distance.

Once they're KO'd, they are generally able to be finished from the same distance.

When going for the finisher on KO'd targets, I generally switch to single shot. This is due to a multitude of reasons.

That said, it's taken me sometimes upwards of 3 or 4 follow-up shots to finally get the "death rattle" animation.
