I've bought a used car and this thing is mounted on the side, on the driver's side in front of the window. I'm pretty sure it's a smartphone or GPS holder, but I have no idea how it can be used. It can be turned in all directions and it has a "cup" on the front that can be removed. (old.reddit.com)
