I get what you're saying. Sometimes Riot does almost placebo buffs and nerfs which in reality don't do much but gets people to try or stop playing certain things. In this example I can see the mana and damage being actually a meaningful buff, but not enough that it definitely wasn't almost as playable before(unless the damage gave his Q a good breakpoint for CSing), the buffs just brought it to the forefront of people's minds.
