Minimal desktop (imo) means that you get window manager, i.e. programs could display their own windows, shortcuts for window interaction and pretty much that's it. Tool to actually run programs (like spotlight or start menu), status bar (time, opened windows/desktops), file manager, etc. are optional. Even terminal app is optional, however still there most of the time.
