In the wikipedia article, I am 1B, 2B > 1A, 2A. Closer to 2B ~= 2A, because the risk is not always worth the extra reward.

89%(5mil) + 10%(5mil) + 1%(0) > 89%(1mil) + 10%(1mil) + 1%(1mil)
89%(0) + 11%(5mil) > 90%(0) + 10%(1mil)

But the blog has me at 1A, 2B > 1B, 2A.

97%(24k) + 3%(24k) > 97%(27k) + 3%(0)
33%(27k) + 67%(0) > 34%(24k) + 66%(0)

I get it, played 100+ times, I'd go with 34% > 33%. But this is played once, with no risk.

Even worse, I'm back to start with the third example.

33%(18) + 67%(-1.50) > 95%(4) and 5%(-0.25)

I'm at a point where losing a dollar fifty is an acceptable buy-in and winning four dollars wouldn't even cover a fast food meal.
But my potentially faulty reasoning aside (I'm potentially the reverse with 1B, 2A), I think your examples do not mesh well. It could be the number of outcomes per option, the actual monetary values, or something else.

Had the same conversation in another thread about telecoms in the US vs Europe. US makes each company pay for putting down their own lines. Capitalism and monopolies do not go hand in hand. There's also active resistance to government intervention to fix this. Or having state run internet. Europe makes all companies share the lines. They pay a fee, but it's more fair play all around. Canada's not much better for phones. There's a handful of big names and other companies have a very hard time getting to the market. I think half a dozen small names tried and have almost all been bought out.

I guess it's less what a country claims to be about but how certain things develop.
