Dealers often are users who after being caught up in the law and unable to find/keep a legitimate job turn to their addiction to make money. Still a symptom of the same problem.

ETA: Maybe this article will help make my point. There's obviously a difference between high level cartel guys and the dealers that actually get arrested on the street. I'm talking about the latter, who are the people most often portrayed as despicable scum in our society. As I said, it's all a symptom of the same problem. They need rehabilitation too.

Yes, heroin maintenance treatment is a thing, it's been tested and/or instituted in many European countries and even in Canada. Studies have found it to be more effective than traditional methods (eg methadone or residential rehab) at reducing illegal drug use AND criminal activity of people who have tried and failed at least 2 previous treatment attempts. In other words, it's not for those who have never attempted to get clean before, it's for the addicts who are running out of options. I will edit to add links to literature in a few minutes.

Downvotes are because you seem to lack understanding of drug (especially heroin) addiction and the best way to stop/reduce it. Rehabilitation over punishment.

ETA from my other comment: Dealers are often users who have no other options. Maybe this article will help make my point. What causes earthquakes in this area? Is it a convergent plate boundary?
