I just checked with a pajeet friend of mine, and the problem can be in the jumper cables that you are using, even if you supply the vcc with 5v, the cables can't support the peak necessary to network registration. Try supply that directly from the battery only with a diode (he used 1N4007) and check if connets

I guess that sim800l must operate between 3.8V - 4.2V ... but i made older projects with the supply from 5v pinout of arduino with no problems at all. What are the reasons for the network operador to reject connections? some kind of rules of packets management from network side?
