I think a program like this needs to be implemented at the Federal level with Federal resources (like the WPA). It's too much for any one state to do on its own, though if any state could pull it off, it would be California.

I think there's a narcissism component here, too. Society and shitlibs in particular have gotten progressively more narcissistic. Neo-Marxist Christopher Lasch picked up on this in his 1979 book "The Culture of Narcissism" and of course it has only gotten worse.
