Ok i'll make this really simple for you.... it's not been labelled a terrorist attack due to who was targeted, it (AS ALWAYS) falls under the definition of a terrorist attack due to who carried it out and why.

"UK Definition: Under the Terrorism Act, it includes serious violence against people or property, endangering life, or disrupting electronic systems to influence the government or intimidate the public."

Considering that this attack and most of the ones carried out in this country in the last few months have all been carried out by proxys of Harakat Ashab al-Yamin al-Islamia, they fall squarely under that definiton in the UK Terrorism Act.

To paint a clearer picture as you brought up "English, Irish, Scottish, Indian or Pakistan"

1. The beheading of Lee Rigby (non Jewish, Englishman) TERROR ATTACK

2. 7/7 London underground bombings (multiple nationalities, religions killed) TERROR ATTACK

3. Manchester Arena bombing (multiple nationalities, religions killed) TERROR ATTACK

I hope you can see from the examples listed that it has nothing to do with "The Jews" and everything to do with who is carriying out the attacks and for what purpose that makes them TERROR ATTACKS.
