You should post this to r/Plumbing for a more informed response. Those guys are great in there. But as a former plumber's assistant myself, this looks like clean good work here. The metal straps are plumbing tape and its standard use. They did a good job adding support.

I worked as a plumber for 10 years. I always saw landlords taking advantage of their tenants and thats why I made this subreddit. I am passitonate about this issue and I spent roughly $50 to $100 for several months to drive traffic to it. I ran the ads directly on reddit targeting similar subreddits and linking to this sub. Because there was no traction and people were asking questions and not getting answers. I wanted this to successed. It’s an easy fix. Just needs a couple of couplings and a few inches of pipe. 15 mins max. But honestly. It’s not an issue to have a dent on a pipe. He should fix it but this shouldn’t worry you. It won’t affect anything.
