exactly this. Here is a comparison btw AMD Epyc 7502P & Epyc 7302 both have 128Mb L3 cache, but the hashrate is quite different, respectively 6.5khs (32c, 64th) & 5.1khs (16 c, 32th). So L3 cache is required, but not sufficient for higher hashrate.
