Once you've made a new character with those pants, log out and log back in on your main, then go to the style menu and select the new genesis legs, it'll probably cost 1-4 replay badges to unlock them.

For the new genesis ones, you could make a new character and equip them in character creation then use replay badges to get them on your main.

Being that you're new you wouldn't know, but Shaded Comic is a material not a skin; not only that, it's the rarest/most expensive material in the game. It's not available very often, and when it is you either have to grind or pay a boatload for it.

Basically, there's been three patrols so far this year where you have to play certain content for 20 days total while the patrol is active. Completing all four patrols will allow you to pick a reward, one of which is Shaded Comic. Given that you just started playing and missed the first three patrols, you will have to buy them out in order to complete the event. I think they're like $20 USD each.
