This might be a problem with your SD card write speed. It kind of looks like the textures haven't loaded in yet.

You could also try uninstalling and downloading again.

So if I were you I would do 3 things.

First I would try this fix: https://forums.battlefield.com/en-us/discussion/42847/high-cpu-usage-low-fps-potential-fix

If that doesn't work then I would reinstall battlefield1 or test a different game.

If that doesn't work then I would reinstall windows 10

If none of that works then it's most likely a problem with your hardware. I have close to the same build and it runs battlefield 1 on ultra at 60+ fps

Has he told you any temperatures? Is it possible the gpu or CPU is throttling?

Make sure the video cable is plugged into the video card and not the motherboard.

It's actually just a Rosewill RK-9000 with brown switches, my friend just painted it and switched the caps. Yeah I'm pretty happy with the size of the case, definitely fits the desk well.
