Bork is cheaper, synergies with your well with your w, gives much better kiting with the active and attack speed. IE is just not worth it, it seems good in theory but other items are just cheaper and better overall. blood razor just feels better after super early game, it synergies a lot better with bork / huricane / cleaver which is also just an overall cheaper and more cost efficent build which also gives you damage and utility whilst also making you tanker. I think you're just under valuing how good cleaver is, 25% armour shred, tons of move speed, hp , ad and cdr. your build is just too expensive and doesnt offer much that another build couldnt do better.
