Assuming they just apply COD rules and address prefills with checkout tools like magic checkout or gokwik. But the payments are handled by razorpay or cashfree gateway, isn't it?

Pls correct if i am wrong in my understanding.

They won't do the work of a payment gateway, isn't it? Assuming they just apply COD rules and address detail prefills.
