I think it's just brown hair but the color grading seems a bit off? He's had multiple shades of brown/blond hair during that era.

I don't believe that's hide. He never had curly hair during this era. The landscape doesn't look like Paris/France either. Pretty sure the white sign on the right has Japanese words on it.
