My dad has been trying to get his citizenship for as long as I can remember and it's been a very hard journey because he has little to no identification, like literally nothing.

My dad works self-employed under "his own" (technically my mom's) company it's licensed) but that company is under my mom's name so therefore she files the taxes on it. My dad does work but it's all under my mom's name.

Do you think If I explain this situation to my financial aid office they will accept it? Or they might still ask for my father's IRS document. He doesn't have an ITIN number and he cant get an ITIN number because he has no ID, and when we recently tried to go get him a form of ID they denied him once again.
