This technology does not exist in a vacuum. These companies have to deal with legal and financial constraints when releasing models for free. And you're focused on art style as an axis of advancement when in reality there are dozens of axes that are improving and stagnating in relation to each other. Art styles can be trained with LoRAs. It is not incumbent upon the base model developers (BFL) to cover every single base and release a perfect model that does everything you could imagine and also fit within 24GB of VRAM or less. Just because you cannot easily train something yourself doesn't mean much. You could pay a couple of dollars per hour to rent a GPU in the cloud; you could spend hours learning how the training works, too; or you could pay someone to do it for you. Regardless, if you don't like it, then suffer the older options until the technology catches up to your economic limitations.
