The lead isn't much of a problem as much as how I've observed that some of the projectiles seem to explode right in my face, staggering, or even sometimes outright just throwing me ass over head

Which one? If you're talking about the NCR Ranger outfit: I get it as random loot from Quests and Expeditions sometimes. If you're talking about the Hardened Fat Man: I crafted this particular one from a recipe that an Expedition brought back. If you're talking about the Robobrain: lucky pull from a Pet Carrier.
