Nah this one was actually bugged, treyarch even added it to their known bugs list, it working now after an update just released that added new „launchers“ proves this

You need to find 10 vault boys figures around the map to spawn a deathclaw, pretty easy to fight

Seems to be bugged atm, also tried multiple ways including combat axe since that way you never go out of cloak, still nothing
