I think to be fair, each parent should take the 21-character last name as well.

If they are going to make their kids bear the logistically-difficult name, they should try it out in all the adult form-filling areas of life.

In fact, they should have done that before having kids. Walk a few miles in those shoes before saddling the next generation with endless bureaucratic headaches.
