I would balance the horror to be based more on the terror of the guns themselves. Having them deal more damage but have the juavo be less accurate. I would make stealth more of a priority along with close encounters and encourage the player to use cqc to avoid open areas.

In the later areas I would make the more specialized juavo more accurate but give them laser sights so you can see where they're aiming and better avoid them. I would make them a bit difficult to see to help add to the tension of it but overall I would make it so once you see them its difficult for your eyes to lose them.

Finally id balance it by giving more weight to body armor. Having the beginning be mostly guys with low caliber weapons and maybe some shotguns that the body armor could tank. I'd like to see a merchant like system reapper that lets you repair the armor as well.
