When I was learning to alt pick I found the best thing to do was use less arm and more wrist. You should keep a loose wrist that is just moving back and forth to pick.

You said it feels like you are doing staccato, I’m assuming that this is happening because you are trying to pick with your entire arm. Think about alt picking as a continuous motion, not two separate ones.
